As the primary government agency responsible for protecting the air in Island, Skagit, and Whatcom counties, the Northwest Clean Air Agency (NWCAA) is preparing to award $3.5 million in funding to support up to three local climate mitigation and resilience projects that offer clear, tangible, positive benefits to local communities.
The money comes from a 2023 settlement with Petrogas West LLC that resolved multiple air quality issues tied to the company’s Cherry Point facility in Whatcom County.
Exciting climate projects are already happening across Washington State, including grid integration, renewable energy and storage, low-income and community solar investments, solar installations, and resilience hubs. Through a competitive Request for Proposals (RFP) process, NWCAA aims to identify and support local projects like these or others that are highly visible and that provide measurable community benefit.

Who Should Propose?
Individuals or organizations with relevant expertise and capabilities are invited to submit proposals that align with the outlined project goals and deliverables. Eligible applicants will bring:
- Previous experience developing and successfully implementing GHG emissions reduction or climate resilience projects.
- Previous experience developing metrics and tracking project impact over time.
- Experience with project management activities including budgeting, invoicing, coordinating with client teams, and adherence to grant reporting requirements.
NWCAA is prioritizing support for projects that are located within Island, San Juan, Skagit, and Whatcom counties and that provide a clear, tangible, positive benefit to these communities. Proposers should clearly demonstrate their project’s ability to reduce emissions and/or build resilience to climate impacts, opportunities to provide community co-benefits — such as economic and workforce development opportunities, public health benefits, or community amenities — and how they will advance equity and environmental justice.
