- Small sources of air pollution are required to register pursuant to NWCAA Section 320.
- Annually, by April 15, registered sources must report emissions or operational information.
- Annually, registered sources must pay fees(2025) fees (2026) based on the equipment they operate and amount of emissions.
- There is separate source category for major sources of air pollution subject to Air Operating Permit program.

How to Register
- If you are planning to build a new facility or add equipment that emits air pollution at a facility that is not presently registered, the first step is to determine if a permit is required. You may contact our engineering staff for assistance.
- If you operate a portable emissions unit and are relocating equipment into or within Island, San Juan, Skagit, or Whatcom Counties, you must notify NWCAA.
- If your facility is existing and emits air pollution, you likely need to be registered. Complete and submit the registration form via email to [email protected] or call us at 360-428-1617 for assistance.
- If you are a new owner or have other changes to an existing registered source, complete and submit the facility information change form.
Are there exemptions from Registration?
- NWCAA Regulation 320.6 provides limited exemptions from registration.
- Major sources are exempt from registration.
- Contact the compliance staff to confirm that an exemption applies.
Emissions reporting
- NWCAA sends out emission reporting information via email and mail to facility contacts annually in January. If contact information has changed for your facility, let us know.
- The information you provide is used to determine your registration fees.
- Failure to provide emissions reporting is a violation of NWCAA regulations and may result in higher fees and/or penalties.
