Businesses, industries, institutions, public utilities, and municipalities that cause, or have the potential to cause, air pollution are regulated as “sources” of air pollution. Equipment that emits air pollutants over regulatory thresholds requires permitting prior to construction. In addition to permits, NWCAA also implements regulations that apply directly to certain kinds of equipment that emits air pollution.
Sources in Island, San Juan, Skagit, and Whatcom Counties with permits and select others subject to NWCAA regulations must register and report emissions. Large facilities are subject to federal requirements.
